The main points of the advisory opinion are:
- Intimidating a voter in Virginia is a criminal offense.
- Virginia and federal law provide that voters shall not be harassed for exercising their rights.
- Threatening or intimidating voters casting their ballots at polling places could violate state and Federal law.
