Virginia Voting Systems and Electronic Pollbooks

Section 24.2-629 of the Code of Virginia sets out the requirements for the State Board of Elections to certify voting systems for use in Virginia. The Code separately sets out requirements for electronic pollbooks at Section 24.2-611, requiring Board approval before a locality can purchase a particular system.

The Board has established certification standards for both voting systems and electronic pollbooks:

The statute requires that the Board determine whether any voting system has met Federal guidelines prior to making a final decision to certify that system. In the past, it has only certified systems that met the Federal guidelines. Those guidelines were updated earlier this year, but the updated Federal guidelines have not yet been applied to certification decisions. The U.S. Election Assistance Commission is responsible for publication of Federal guidelines:

Voting Systems

The following voting systems are currently certified in Virginia (links to the manufacturer's page and to the listing in VerifiedVoting.org's Voting Equipment database follow each system (MFG, VV):

  • Dominion Voting ImageCast Evolution (ICE) MFG VV

  • Hart Intercivic Verity (~Verity Central MFG VV~, Verity Scan MFG VV, Verity Touchwriter MFG VV)
  • Unisyn OpenElection (OpenElect Voting Interface - OVI MFG VV, OpenElect Voting Optical Scan - OVO MFG VV, OpenElect Central Count - OVS MFG VV)

Some jurisdictions use traditional paper pollbooks.
